Call for Participation CAD-to-CAD Interoperability

Introduction
This Call for Participation (CFP) is an invitation for your company/organization to participate in the Computer Aided Dispatch (CAD) – CAD-to-CAD Interoperation Initiative defined herein. This highly visible engagement will test the validity of the recently developed non-proprietary standards based functional specifications for CAD-to-CAD interoperability in a lab environment. The functional specifications were developed in conjunction with the Department of Homeland Security, Science and Technology (DHS S&T) Division and the Operations and Technical Working Groups that were convened as part of this development effort.
The results of the lab implementation will be used to update the functional specifications package as needed, provide lessons learned and develop an Implementation Guidance Document in the preparation for the implementation of the selected exchanges in two (2) separate pilot sites.
Background
Computer-Aided-Dispatch (CAD) systems supporting the missions of public safety agencies are unable to effectively and efficiently electronically exchange information with the other systems they interact with on a daily basis. As a result, situational awareness suffers, operational inefficiencies are potentially introduced that negatively impact the optimum response to an incident, and improvised interoperability is achieved by developing custom interfaces that are costly to develop and maintain.
The IJIS Institute, in conjunction with the Department of Homeland Security, Science and Technology (DHS S&T) Division has developed a non-proprietary, standards based functional specifications package that, when implemented by CAD providers as part of their solution, should mitigate the issues identified above.
Operations and Technical Working Groups were formed to assist in the development of the functional specifications package and the associated Operations and Technical Requirements Document. The Operations Working Group consisted of members representing the practitioner perspective and were tasked with ensuring that the development accounted for, and supported, public safety’s mission requirements. The Technical Working Group included industry experts and subject matter experts (SMEs) who helped define the interoperability solution.
