Dr. Hubbell has served as a Research Associate at the IJIS Institute since May 2025. He provides expertise on hate crime to inform the development of a technical specification for the Law Enforcement Transition to NIBRS (LETNIBRS) federal cooperative agreement.
Prior to joining the IJIS Institute, Dr. Hubbell held a variety of research roles. He authored statistical reports on national firearm violence and violent crime trends as a statistician for the Bureau of Justice Statistics. During his PhD program, he worked as a data analyst for the Niskayuna Police Department and completed a graduate research internship with the New York State Office of Children and Family Services. In each of these roles, he collaborated with a variety of stakeholders to improve public safety using data-driven approaches.
Dr. Hubbell has a BA in Criminology, a BS in Cell and Molecular Biology, and an MA in Criminology from the University of South Florida. He graduated with a PhD in Criminal Justice from the University at Albany, State University of New York in 2024. His doctoral dissertation examined barriers to bystander intervention during hate crimes and bias incidents. Throughout his graduate studies, he published several peer-reviewed journal articles in the areas of homicide and intimate partner violence. Outside of work, Dr. Hubbell enjoys reading, spending time with friends, and watching comedies.
Joseph Fibich, Pharm.D., is the RxCheck Subject Matter Expert at IJIS Institute, where he plays a pivotal role in the development and management of the RxCheck Interstate Data-Sharing Hub. He excels at bridging the gap between healthcare, policy, and technology, while also educating stakeholders on the RxCheck platform.
With over 16 years of experience in community and mail-order pharmacy, Dr. Fibich brings a wealth of practical knowledge. Prior to his current role, he served as the Director of Pharmacy Services Program at CyncHealth, where he was responsible for the maintenance and enhancement of the Nebraska PDMP.
Joseph earned his Doctor of Pharmacy from Creighton University in 2012. He furthered his expertise with specialized training in addiction and substance use disorders from the University of Utah and holds certificates in Python from the University of Michigan and SQL for Data Science from the University of California, Davis.
Outside of his professional life, Joseph channels his creativity into 3D printing, woodworking, and antique repair. These hobbies provide a fulfilling balance and further hone his attention to detail, innovation, and problem-solving skills.
Joseph is dedicated to leveraging his unique blend of pharmacy knowledge, data expertise, and technological acumen to enhance the well-being of American citizens. He firmly believes that the meaningful application of digital solutions can significantly simplify and improve healthcare delivery for providers.
Mary Cebertowicz is a Jr. Project Manager at the IJIS Institute. She has over 15 years of experience in the law enforcement and criminal justice sector. Mary’s work currently focuses on the expansion and improvement of the National Incident Based Reporting System (NIBRS). Mary’s other IJIS responsibilities also include supporting both the Criminal Justice Data Quality Working Group and Hate Crimes Working Group.
Mary previously served as a NIBRS auditor and the Use-of-Force Data Collection Lead for the Wisconsin Department of Justice. During her time there she worked to on board, audit and train all Wisconsin law enforcement agencies to the NIBRS & Use-of-Force data collections. She went on to obtain her Microsoft PowerBI Data Analyst certification, with which she created the 2022 Douglas Yearwood award-winning “UFAD Data Explorer” for the state of Wisconsin. Throughout her time at the Wisconsin Department of Justice, Mary continually worked to forward Wisconsin’s NIBRS and Use-of-Force data collections in order to provide law enforcement, policy makers and the public with quality data, presented in a format that was clear and easy to understand.
In her free time, Mary enjoys all things outdoors – from kayaking to hike-in camping, mountain biking to snowshoeing, you are likely to find her adventuring with her partner and two dogs any given weekend.
Carrie has been with the IJIS Institute since 2016. In her role as Finance and Contracts Administrator she assists in the day-to-day operations of the office, processing of accounts payable and receivables, payroll management, membership and website administration, supporting the board of directors, and the planning of IJIS events. Ms. Morrison also serves as the staff liaison for the Law Enforcement Advisory Committee and CAD RMS Interoperability Working Group.
Prior to joining IJIS, she worked as an administrative and sales assistant for a marketing/business development company that specialized in supporting both the aerospace and defense sectors. Ms. Morrison holds a Bachelor’s of Science degree from Radford University.
Prior to her tenure with IJIS, she served in an executive level position as Chief of Staff (COS) of the Nationwide Suspicious Activity Reporting (SAR) Initiative (NSI). In this role she directed executive staff / consultants / resources provided by sponsor partners to include DOJ, DHS, FBI, ODNI and the White House. The overarching budget responsibilities for the design, development, implementation and oversight of solution delivery to the 78 fusion centers nationwide represented an estimated $50 million (not including in-kind donations / resources, nor direct funding to the centers that were provided over the program history). She was previously Chief Information Officer (CIO) for the New Jersey Department of Law and Public Safety (LPS) within the Office of the Attorney General (OAG), the largest state department in NJ. Her office supported the Information Technology (IT) needs of more than a dozen divisions / in-but-not-off offices, ranging in scope from the Division of State Police to the Division of Consumer Affairs. In addition to supporting these efforts, she led all programmatic and information technology related aspects of the State’s homeland defense solution Emergency Preparedness Information Network (EPINet). Ms. Cardiellos led cutting edge integration jobs for the public sector community including an Integrated Justice Project for the Province of Ontario, Canada, as well as the first privatized/functionally outsourced emergency communication operation in North America for Northampton County, Pennsylvania. |
